# 30493: Terms of Service URL missing, unreachable, or lacking SMS terms

## Description

The Terms of Service URL is missing, cannot be reached, or does not include the required consumer protection and SMS disclosures. The page must be publicly accessible and clearly state message rates, message frequency, and opt-out instructions.
